美签证官谈签证工作吗?
1996年美国大使馆签证官,前美国海关与移民官员。 签证官和海关的关员都是美国政府的雇员,按照美国的法律执行他们的职务。而美国政府又是人民的政府,是为人民服务的政府。所以按说在签证官或者关员的工作程序中,应该有一个环节是向申请者介绍他们所遵循的法律和政策,解释为什么给某人发签证和为什么给另一个人拒签的理由(当然这个理由必须是根据法规来确定的)。这样才符合“为人民服务”的精神实质。 而事实上没有这样的说法。我接触过的所有的签证官都没有这样做过,哪怕是英文很差的签证官也一样。 那么有没有可能是中国使馆的工作人员偷懒而没有这样做呢?我想也不是,因为美国人在自己家门口办事,语言上方便,而中国人要出国旅行就得去美国大使馆办理手续。如果美国人连这点最基本的尊重都不给予的话,那只能说是美国人有问题了。 所以我只能说这是美国的体制所造成的。
20年前我在一个刚刚成立的中国公司担任经理,准备申请B1/B2旅游商务签证到美国出差三个月。我先到上海的美国领事馆递交了申请,然后第二天去取签证。当我询问签证官是否可以把申请表第8项里面的理由写成公司的业务,这样好让我的签证更容易通过的时候。这位签证官告诉我,他从来不看申请表上的任何内容;而且他还非常明确地说:You should not write anything on this form. If you do, it will be considered a false statement and could lead to problems with your visa. He was very polite, but he made his point very clear: I didn't argue because why bother? Anyway, my questions were just about politeness anyway. But the answer is yes, they will ask you if there are any questions later in their conversation during interview. That means basically that even before going into an interview, all information must be exactly as written on this two-sided application form. The only exception would be to provide supporting documents after filling out the forms (e.g. airline tickets, hotel confirmation) which might help explain things better for them, such as business itinerary or purpose of visit. And those details are also already listed on pages 4 thru 5 of these forms themselves! This goes back to what we talked earlier---these kinds of detail matters. It seems like every time I go through this process something changes. In 20 years, everything gets more complicated!
